When I first read the bit about groups of 25 or more, I assumed it would apply to feeding any groups of 25 or more. That seemed fairly reasonable. I finally found a story that quoted the bit specifying that it applied to giving food, for free or for little cost, to indigent people. Now I have to abandon my hope that this was just being blown out of proportion.
