Either they lack mathematicians, or there is something absolutly odd with the way money was spent so far. This year, the presidential budget of Venezuela is increased by 638% and account for 0.4% of country's GNP.

Of course the guy says he has some good reasons for that. Some do hold water, some are leaky.
Interstingly, most of the other ministerial's budgets get slashed (not by much in some cases).
If Chavez ever start calling himself "Conducator", or "Genius of the Andes" it'll be high time to change his hat.
