| What's super super fun about the circumstance in practice is that the favoritism often exists as a way to buffer the unconstrained effects of the policy (though it can also be misused in other ways). If districts were somehow forced to avoid 'looking the other way' in any circumstance, the fallout would in my estimation be too high to leave the zero-tolerance policies as stringent as they currently are. |
