actually that was standard code for smileys, something dripping.
:~( was for tears (initially tilde was drawn higher than average letter).

| Usually (as far as I've seen at least) using a ~ at the end of a statement denotes the voice rising in pitch as if in excitement or passion. Mostly usually in the form of 'Oh my goooooooooood~' or 'Squeeeeee~' |
