See, what I thought was that the laughter could be intended to represent "Hahahahahaha" in katakana, except the character he used was "na" rather than "ha".

So, three options:
1) The little evil laughs "Nanananananana".
2) They're just crosses.
3) Tat mis-remembered his katakana (tsk tsk).

I take them as being nothing but little marks, but the little marks are symbolic of the bad-natured laughter. He could have used little lines (sorta like cartoon sun rays) instead, or something else, and it'd mean the same thing to me.

The ha/na thing reminds me of how terrible manga artists' handwriting is. Have you ever seen their scribbles on the sides of pages? I don't understand how an artist, of all people, can fail to write legibly.
