Actually, looking a bit more closely, they're definitely Ankhs.

So, three options:
1) The little evil laughs "Nanananananana".
2) They're just crosses.
3) Tat mis-remembered his katakana (tsk tsk). |
well, i don't know katakana, but one of the versions of the classic evil laugh is 'nya-nya-nya-nya-nya' - perhaps 'na' was a close as katakana would let him get?
and it is clearly _not_ an ankh, since the only person who laughs 'ankh-ankh-ankh-ankh' is popeye, and little evil is clearly not even remotely related to popeye. _________________ aka: neverscared! |

| "Nya" in Katakana would mean he was meowing. |

It looks very much like the sparkles that Major Armstrong has around him all the damn tyime in Full Metal Alchemist. Which was as good an effect there as it is here. _________________ Those who profess to favor freedom, and yet depreciate agitation, are men who want crops without plowing up the ground. -- Frederick Douglass |

The thing that confuses me is how his collar flips up and down in every panel.
Unless it's down the entire time and it looks weird from the back.

| To me the signs look like stylized daggers. Which doesn't really make sense but, it's lil Evil after all... |

The ha/na thing reminds me of how terrible manga artists' handwriting is. Have you ever seen their scribbles on the sides of pages? I don't understand how an artist, of all people, can fail to write legibly. |
Tat seems to have good handwriting, however. -shrug- Whatever the marks mean, 'tis a very cute comic. |
