SimCity 4 has been constantly mentioned as the thing people choose play instead of SimCity 2013 in all the threads I've read. The Deluxe Edition comes with the only official expansion, Rush Hour.
SimCity 2000 also gets a lot of talk, and it's available on GOG. |

Sim city 5 seems like such a disaster that I want to play it.

Ultimately, it's not that hard to fudge agent/environment relations in ways that don't dick up your city forever, but they didn't do even that.
Alas, alack.
Sim City 4 is great if you don't mind some modding!
Sim City 3 is awesome straight out of the box. |

Also, not sure where you can get it, but if you can get a copy of streets of simcity and simcopter.
The maps from Simcity 2000 become the maps for these games i.e. if you build it in Simcity, you can play it in the other two games. _________________

About Sim City 5: More and more, I get the idea that the people who developed the latest iteration of the game didn't really know what the game was about. It seems like the leads behind the game had knowledge of the game, but didn't really look at what people did when they played the game or at player motivations behind why people did what they did. I'm not saying that they didn't "do homework", but it's more like they did the wrong homework. A lot of times fans will say they want this or that in a game, but what they say they want, and what those things would actually do to the game aren't always the same thing. It also seems like they were trying to broaden the appeal of the game, but apparently discarded, or at least GREATLY undervalued what the core mechanics of the game were. _________________

It was made from the ground up to be a bare-bones multiplayer game ripe for full-priced DLC and microtransactions to fill it out.
It wasn't made to be a SimCity 4 successor. Hence the series reboot.
