Much like the mainifestations of various deities examined in his comic, Tat plays god a bit with us. He created this universe and gives us no rules, no guidlines, no designated enforcers.

Besides the mods themselves would need secluded jungle lairs to swing down from and frankly put I don't think there's that much prime real estate in the Amazon.
