I blame the bureaucrats. No one wants 'problems' under their jurisdiction, it makes them look like less effective managers and supervisors, if not out right incompetent at their job. These kinds of systems tend to wind up encouraging people to 'sweep things under the rug'.
In this case, what they were sweeping under the rug turned out to be the equivalent of black mold, carpenter ants, and termites. _________________ ...if a single leaf holds the eye, it will be as if the remaining leaves were not there.

Sadly, in addition to some people believing that previous reports (I've read "two" and "three," so I'm not sure on the exact number) with the same conclusion were simple exaggerations, members of the Council also feared being labelled as racist because those reports found many of the perpetrators were Asian men. So, they just ignored the child abuse. One quote is literally that "gang rape is part of growing up in Rotherham." Then there's the line that investigators viewed the victims "with contempt."
