All catastrophes are not equal, some draw out more money than needed other a pittance (cf NWF's earthquake in Pakistan fews winters back). You never know.

They don't need monetary donations. They need volunteers and man-power, material resources, and the ability to act outside of political sanctions.

They some may not need money now, I agree. They may need money to be ready for the next time.

e.g :

2002 Tsunami : more money that almost every NGO/UN foundation etc could use.
2003 Earthquake in Pakistan : about 1/2 to 2/3rd of what was needed (don't have the numbers anymore). And common folks were breathing flame down agencies' necks because they dared keep the money aside.

Add, you may be prepared for emergency response, you got the supplies, etc, for that. If the rumours of Cholera's outbreak I'm getting now are confirmed, this is a completly different challenge that aid agencies may not be prepared against. Thus a fresh cash input will be needed to start the machinery working. Some agencies will be able to face it, not all.

Do they not take the extra money from one catastrophe and use it for another?

Also yes, yes the political sanctions thing is a HUGE issue for relief. It's depressing.

That's an akward one. Common folks react to what they see on telly, they want to help now. So telling them thank you, we' have enough for now and will save it for the next one is a sure way to dry down charity.

It's human, you want to feel like you're doing your part, not like some administrative cog.

Of course the big ones, red cross/crescent and UN agencies, do not have this problem. They do not carry the same personnal relation too. Nothing like the face of a donor when they see theit money spent on a well in Africa or a new boat for someone in Aceh. Big institutions are not greared, lack the reactivity, or are just plain too big for everything. You need both big and small to cover the field.
