it's not their fault; they figured the secretary of state had it covered or someone would figure out some supreme court thingy. besides, they were on vacation.

we will probably never know but i bet even if they had gotten off their lazy asses and acted, blago would have simply gone back on his word two weeks earlier and found a patsy even more hastily.
