You cannot solely blame the teachers for the grades students get.

There's a myriad of factors to consider when dealing with students.

For example, it's a well known fact that most public schools are woefully underfunded. This is not something that even the best of teachers can simply fix with competence.

On top of that, they are overcrowded with students, which results in each student getting less one on one interaction with teachers.

Parents have a crucial role to play in how well their children are taught. They instill beliefs on how important acquiring knowledge is to them, all forms of media that are consumed by children at a young age are very influential to that effect, as well as their general background. Basic beliefs about how society is run, AKA their motivation for learning, is essential in how well the student performs.

Productive interaction between students is also essential. Children are interested in the opinions of their peers, are subject to peer pressure, and the general opinions followed by groups of students also effect their motivation for learning. One bad egg ruins the bunch etc.

Standardized education is a pipedream. Sure, you need to teach the basics to everyone, but every child has different strengths and weaknesses. Ideally, they would all be taught at their own pace of learning. As the situation stands, the children that benefit the most from standard teaching practices are the audio and visual learners. It wastes the student's time most egregiously.

It is incredibly naive to place that responsibility on the teachers alone, however, rewards must be given to those who excel under the circumstances.

Bonuses? That's not a bad idea. Provided it doesn't turn into a tipping system aka the default being underpaid
