artistic license. he doesn't need to draw the whole person. the pet owner isn't important in context.

yeah - the pet strips are from the point of view of percy and pooch, so they have a bit of different perspective on him. and it's never been explicitly stated that the owner=tat (although we know he's a cartoonist) - he's never had any name other than "master" or "the man".
tat's drawing style is definitely going through some changes - very nice ones, i might add.
and i particularly like today's tag line (or whatever you call that little superscript thing).

Yeah, and that tagline fits very nicely with the names on the bowls in the third panel of the strip that follows it:

Hmmm...
Glasses and dark hair in the earlier one and no glasses and seemingly blond hair in the recent one. Contacts? Grecian formula?

glasses could be sunglasses
recent one is lacking detail to begin with - no shading for hair
