Not trying to discount your experience of others and their parenting techniques, Darq--I have to admit I've seen some of the same poor parental control and discipline, myself--but, kids are capable of choosing to behave or misbehave on their own, too. | I believe many of the problems that children present in public and private spaces could be solved if we held the parent accountable for the child's behavior in a meaningful way. Such measures could include flogging, tar and feathering, caning or some other historic corrective measure for morons who don't know how to be civil in public. |

People aren't very good at enforcing most social stigmas. Milgram found that only ten percent of people made the slightest noise when someone said, "I have to get in here," and stepped in front of them in a line (such as at a grocery store or post office). It requires a lot of reinforcement to get people as a whole to respond the same to most any behavior in others (unless the behavior you want is for them to do nothing - that's what most people do already). If the person commiting the stigmatized behavior isn't influenced by the mere presence of the stigma, no one bothers to correct them.
Plus, it's hard to engineer social stigma. Stetson Kennedy tried it in the 40s with "frown power," with little if any success.

True, that. Why is it considered rude behavior, to call someone behaving rudely on their own rude behavior?
"Excuse me, but there is a line; please wait your turn like the rest of us." Why is this an inappropriate response to someone butting in line?
"Excuse me, but your child's temper tantrum / rambunctious behavior / yelling and screaming / etc., is annoying to the rest of us; please control him or take him somewhere that his undisciplined behavior will not disturb others."
