Except even if that happened to some extent, there would still be people who wanted to have kids, and also people who wanted to clone themselves, perhaps with slight variations, and they would be the ones who reproduced(and passed on the inclination), so there might be a decline in population growth, at least initially, but that would be a good thing for the species as a whole, in the long run.

I personally don't want people who have kids just because they're too stupid to use birth control to reproduce anyway, and that would ideally be the main demographic that got cut out of the reproductive cycle.
