XXII knows his time is limited. Why not enjoy what he has left as much as he can?
And Dogen, i don't recall. Did the Doctor ever explain what would happen after the implosion? A reboot at the point of the two time streams intersection, taking the one that would occur naturally, perhaps?
edited for clarity of the first statement, since I didn't take into account varying meaning with slightly different emphasis than intended:
